Unless you disable the option, your readers can subscribe to your blog in a feed reader. 

Feeds are the open-source alternative to subscribe-by-email and to following.

Here's how they work.

"Following" is one of three ways that your readers can opt to be notified when you publish a new post on your blog. 

Followers are those who have added your blog to their reading list at www.blogger.com.

Google provides a Followers widget where anyone with a Blogger account can sign up as a follower. The widget also shows who your public followers are. 

However, there are other widgets, and other ways to follow.

Subscribe by Email

"Subscribe by Email" is one of three ways that readers can elect to be notified when you publish a blog post.

Update: Google is has cancelled this service. It's still an option on Blogger if you arrange a subscription service with another provider.
